Limited Procedural Knowledge
Community associations were taught to contact Councilmembers about city issues. However, Councilmembers didn’t have power over the executive branch, leading to inconsistent outcomes.

Slumlords may not care about the law, but they do care about making money. Rather than focusing on a single property, we performed analysis of slumlords’ entire portfolio, corporate sophistication, and personal resources to determine vulnerability and rank them for targeted enforcement.
